Why doesn't the AC start cooling immediately after a restart?
If the AC shuts off while in COOL mode, there's an approximate 3-minute delay before it can restart. This safety feature helps protect and extend the compressor's life. Once 3 minutes have passed, you can turn the unit on as usual.
